if you like italian panini sandwiches..... we're using Cafe Colore in Denver. It is a locally owned italian restaurant, and their food is fantastic. We aren't doing the sandwiches, but for 2 salads, 3 apps, 2 pastas, eggplant parm lasagna, and chicken picata for 100 people with tax and gratuity was $2550. Keith is wonderful! I'm sure if you wanted all paninis he could probably work out something for you. www.cafecoloredenver.com

Try a restaurant. i'm doing 3 passed apps, a buffet with 3 entrees, 2 sides and bread, and staff for $27 pp. We're using Carino's, so that may not work for your needs, but try some deli's or other restaurants you like.

$25 per person seems high for a sandwich buffet.  I'm paying $12.60 per person for a 10-item buffet including grilled chicken skewers, beef kabobs, vege spring rolls, chicken egg rolls, chipotle shrimp wonton, crab & cream cheese rangoons, fruit & pina colada dip, antipasto appetizer, and another appetizer I can't remember.  But I'm using a caterer who was recommended by a friend and works from her home.  And I found the best disposable plasticware on dontdodishes.com.  They have very nice plates, cups, flatware, etc. (my venue is a B&B that supplies only tables + linens - no plates, glassware, or flatware)

I am using Bennett's BBQ for a full buffet for about $12-13 per person.  I almost went with THE Rib House of Longmont, which is also BBQ, but they do all different BBQ sandwiches plus appetizers and sides etc.  This was also very reasonable at about $12 per person.  You may also want to contact the Huckleberry restaurant in Louisville.  I am not positive on their prices, but they have great catered food and may be able to work out something reasonable.

As for why your prices are so high: passed hors doeurvres. If you want to keep your prices low but keep your food options, have them all buffet. I doubt your guests will really mind walking to the buffet to grab food. Buffets require less waitstaff to maintain, and that is where most of the cost of caterering comes into play. I wouldn't ask your friends (they won't enjoy the wedding if they have to work it), but you can always go to a local eatery (with proficeint waitstaff) and ask some of the employees if they would work your wedding. Mention how much they would get paid, what to wear, etc.
