There is a bridal shop in downtown Fredonia that also does alterations. I can't remember the name of it but, its in the strip of shops facing the park. I got a pair of pants hemmed there for about $10 a couple years ago and she did a nice job. I'm not sure how much it'd cost to hem a dress though.
You can also check Jim's Cleaners on Water St. It's right next to Valentine's Place bar. Not 100% if they do alterations but, doesn't hurt to ask.
