Needed: great, affordable photograher..suggestions?

Does anyone know of a photographer that is around $1500 that is actually good? It is for an off season (february) wedding. Someone that will get the right shots, is creative, will edit the photos, and give me all of the rights to them? Seems to be impossible to find. Any reccommendations?? Thanks.

I just booked my photographer, his name is Mark Martinez. He shot  my coworkers wedding and my sisters friends wedding...and they didnt even know each other! I felt comfortable booking with him since he came highly recommended and he is giving me all rights to the photos, all edited. He also used to be a photographer for the OC Register, so I feel as if he can get some really great candids. We are on a tight budget, around $1200, so he worked with us and we can't wait for the big day
