aahhhhh there are so many options.  I would look at different hotels and city centers are often affordable reception sites.  I would just start doing a google search and looking at all the options.  One great way to get a very affordable reception site though are the military bases.  If you know anyone in the military/navy that can sponsor your event, you can have a great reception for way less than most other sites.  Plus, there are tons of bases in SD so you can choose from a golf course wedding, a beach wedding, a wedding on the San Diego Bay....lots of great options.
    here's a link to the venues sites:http://www.mwrtoday.com/Sandiego/catering%20site%2009/html/venues.html
Also, the Admiral Baker Clubhouse and the Anchors Catering and Conference Center don't require a military sponsor to have an event there.
    Good luck!!

p.s. that link is two lines, but it was so long that it made the formatting weird for the message, so you'll have to copy and paste it into your browser, it prob won't work if you just click on it.  sorry :-/

Check out the Bay Club, they have different rooms of all sizes. They are indoor, with a view of the marina. You can use any caterer, and I think they also let you bring in whatever alcohol you want.

We're having our reception in the Bayview Room at Marina Village. The rooms with a view of the marina are reasonable but not that inexpensive, but you can use any vendors you want, so we were able to cut our catering and alcohol costs in half to more than make up for it!
