Costa Rica or Curacao? Open to suggestions....

Trying to plan a September 2012 honeymoon.  Front runner was Los Cabos until I ran into issue trying to find a nice all inclusive resort on a swimmable beach close to the city. 

Now I'm looking into Costa Rica and Curacao.  Here are the musts:

beachfront
all inclusive (true all inclusive, not all inclusive option)
excursions available

Open to suggestions, but trying to stay away from the East side of mexico and the centralized caribbean because of hurricane season.

to the best of my knowledge the only true AI in curacao is breezes. i'veb een to both CR and Curacao and loved them for different reasons. both places have excursions available but due to the obvious difference in size and type of terrain (arid island vs. lush jungle) they vary greatly.  the swimmable clear beaches in CR are on the east coast (which has had it's share of bad hurricanes in the past). i'm not sure if there are any AIs over there. I stayed ont he west coast. as for curacao the snorkeling and diving is outstanding and you dont need to book excurions. rent a car and drive yourself around the island. it's so super easy.
