You'll likely have to rent the tent and chairs yourself (whether thru a rental place or via the venue itself). What area of town (east, west or south?) and how many guests do you expect? That may narrow your options a bit. Some places to check out include: any of the Cleveland Metroparks pavilions (you can serve alcohol as long as it's only beer and wine, AND you obtain a special permit from them) and Orchard Hills Party Center in Chesterland.

FYI, sometimes the costs works out to be the same or less using a venue that supplies catering, so if you're looking to save money, be sure to check that possible avenue as well. Mapleside Farm in Brunswick does tented weddings but you must use their catering which ranges from about $20-25/pp without alcohol, just to give you an idea.

I suggest writing everything down you will need and cost to make this happen.  I had the same plan, renting EVERYTHING outside.  The thought of worrying about every last detail stressed me out.  Try comparing the prices to a place that has all of it.....Manakiki in Willoughby is a little more than I had planned on but I absolutly love it.  Pictures in my BIO
