Sending Marriage License In Process

I am getting married this weekend and am trying to figure out the new process for sending my marriage license in.  Apparently you can no longer mail the license in unless you send a notarized identification form with it.  I tried calling a notary to see if I could do this part before my wedding and no one could answer my question.  I then called the Los Angeles county registrar and amazingly got a hold of someone and they said to bring it down to the office with an Express Mail envelope ($18.30 from the post office) along with my completed certificate from the wedding and the pink form for the copies with my check.  Doing this will get me my license in 2 weeks rather than 2 months. 

Has anyone done the notary thing, done the Express Mail envelop, any tips in this area - I'm getting married this Sunday.
