I would suggest you pick up Here comes the guide, southern california edition. it was soooo helpful when we were picking a venue.

a few ideas off the top of my head: the portofino, the Chart House, the Cheesecake Factory, the Bluewater Grill all do wedding receptions. Does it have to be Redondo, or are you open to other South Bay cities (Manhattan, Palos Verdes, etc etc)?

I only know the CheeseCake Factory and I think there's a Crown Plaza that people say is affordable.

I am from Redondo Beach and the above poster listed several beach from excellent locations. They are expensive though! Crown Plaza is another option. Kin Caids is another choice.

My FI and I are in a budget and we are getting married in Knights of Columbus, the one on Avenue l, it was $2,500 for 200 people and it includes a bar ... I like it because its close by the beach and its very clean unlike the other ones I have seen.  Plus they let you hang stuff from the ceiling ;)

Edit: When you google it ... the outside might just look decent but inside is a whole different view, I suggest you take a look at it yourself. google Knights of Columbus, Redondo Beach on Avenue I   :)

Redondo Beach Historic Library currently has a 15K wedding package for 100 people that includes appetizers, entrees, hosted bar (BWC), DJ, chiavari chairs, tables, linens, etc. etc. - and no service charge.  Not sure if that's within your budget, but the library is beautiful and right on the beach near the pier!  (and they let you do a tasting before you book).  The food wasn't for us - but if we could cater outside, we'd book the place in a heartbeat.
