So our ceremony is 25 miles from our reception and we need non-expensive transportation.  Problem is our WP is 15 people (dont ask) so with family we need to transport about 26 people - any ideas / recommendations / idea on cost?

I would go with a coachbus or school bus.  I had used Chicago Minibus travel a few years back and it was really reasonable but I read on Yelp that some bride had a horrific experience.  I can only vouch for my experience which was really good but you might also want to ask other Knotties who they recommend.  I had two buses from 2 pm to 1:30 am (started with one bus at 2pm but had two buses going from 6pm to 9pm and then back to one bus starting at 9pm) all for $1000 plus gratuity so hopefully that will give you a starting point.

I also had my wedding on NYE which is considered holiday rates (more expensive than weekend rates) so even though it was in Dec 2009 rates might not be too much higher these days.  Good luck!
