    When I google Gurnee weddings, the first thing that popped up was the Lake County Conference & Banquet Center

    I have no idea on the cost but might be a place to start.  Google wasn't returning a lot of results for banquet halls in Gurnee, but there are a lot of hotels and restaurants there-those might be great places to check out as well!

    Yes!  Check out Byron Colby Barn - also there are some great community centers through the park districts.  I just googled various city park districts and looked under facilities.

    My wedding will be at Mrs. Muirphy and Sons Irish Bistro - there is NO venue fee.  You pay for food per person and the bar package you choose.  You have the entire second floor to yourself and no venue charge.
