How many programs should I make?

I'm having an outdoor (fingers crossed) wedding on August 7th, and I'm making programs that double as a fan.  I have 106 RSVP'd to come, and I know it's usually a few less for the ceremony itself.  However, because the program serves another purpose on an August afternoon, I'm guessing more people will take them than typically do, so the "one per couple/two per family" rule may not be enough.

How many do you think I should make?

I want to say that half of our guest list came to the Mass. Everyone that RSVP'd came to the reception.

However, if your ceremony is at the same place as your reception you should make enough fans for everyone. You will have more guests (if not all) show up to your ceremony.

Even if you make enough for all the guests, and you have extra put them out for the reception. I'm sure people would like to take one, especially close family, for a keepsake. Plus it's a pretty creative idea that your guests will like.

I went to an outdoor wedding where they had fans as programs and every single person wanted one.  I was one of the unlucky ones to not get a fan because they didn't make enough.  I would definitely vote to make at least 100.

I would make as many as RSVP'd, you can take them to the reception and put them on the table with the escort cards for those that did not make it to the ceremony that would like them.

This. It is ALWAYS better to have too many than not enough.

I will make 100, and I will bring any extras to the reception.  Thanks for all the advice!
