A dumb Maui beach permit question

Hello, I'm planning a small beach wedding in Maui for Sept., it'll just be us and possibly two guests.  I've been in contact with a couple of WCs but really all I need them for is to secure a beach site where they carry liability insurance, a minister and setting up a wedding license appt.  The average fee for the WC for such service is around $500.  And I could probably do it myself for a lot less. 

However, my question is, can anyone get a beach permit or do I have to go through a WC because they carry liability insurance?  Is that something I can purchase and for how much?  TIA.

The beach permit is $25 and I'm not quite sure if the rest is necessary. My understanding is that it's not but I could be wrong.

In order to get a beach permit, the applicant has to have liability insurance of $300,000 per incident and $500,000 aggregate and name the State as additional insured. Here's a link: http://hawaii.gov/dlnr/land/forms-1/ROE-WeddingPermit-FAQ.pdf

For your coordination needs, I know I saw some less expensive packages out there. You may want to try mauius.com since her packages start at $300. I've already deleted my other bookmarks but I'll let you know if I think of any others.
