Good cupcake baker closer to Stillwater area, recs?

My co-worker is looking for really good tasting cupcakes where they will put fire trucks on top of them for her son's bday party, any suggestions? She lives in WI, so somewhere closer to there the better.

Grandma's Bakery has really cute stuff that would be perfect for a birthday party and they are very reasonably priced. They have 2 White Bear Lake locations. They aren't too far from Stillwater.
