DSW has tons of cute heels under $100.

Payless has had dyeables for years but they aren't on the website...maybe they still sell them in stores?  Also, David's does them:

I don't have any personal experience, but my friends got hers dyed with David's Bridal. They were sooo cute.... but by the end of the night, her feet had blue dye all over them! No one noticed, though.

I got mine from endless.com. They have tons and tons to choose from, a great return policy, and you can search by color, style, size, and even the number of inches in the heel.
