Ceremony Only Site in Cities (cheap?)

Hi, all,

I'm finace and I are pretty much decided on our reception site, but we don't want to have our ceremony there. Instead, we want our ceremony somewhere in downtown St. Paul or Minneapolis or very near there.

We'll need the ceremony site form about 2:00-4:00, I imagine. It is super hard to find a place that allows you to just have your ceremony there, no reception! And we want to try to avoid an outdoor ceremony. AND, would be great if it was $1000 or under...

Does this even exist...?

A little more information: I'm thinking a hotel would be good, but most of them seem to do only receptions or ceremony /receptions.

I know I've seen some wedding ceremonies done in Father Hennepin Park, along St. Anthony Main.  Not sure of the cost, but you could check with the Mpls parks board.  We're having ours at Centennial Lakes in Edina.  The space rental is pretty cheap ($275), but chair rental is where they get you.
