Andre's West is pretty, but you have to have atleast 200 people to book there.

It's going to be a max 150 people. Our budget is as cheap as possible without the place being complete crap.

I'd look at Andre's West, maybe call Giovanni's Little Place and see if they'll close for a night to host or if they'll allow you to use the private room.  If you wanted to do something outdoor and use a caterer of your choice, I'd look at Veteran's Park.  I've seen nice events done there.
