It is true white lace over two layers of ivory silk, with an ivory accent ribbon down the front center seam. The tiered veil was made to go with the dress, out of true white tulle with the same ivory accent ribbon along the edges. (The tulle is a finer weave - it's flowy, not stiff.)
I have had a baby since this dress was fitted to me, so measurements are of the dress itself, laid flat:
bust - 14.5"
waist - 15.5"
hip - 19"
front length - 51.5" (measured down the front center seam)
back length - 58" (measured down the back center seam)
veil - 36" long
