Marriage License question...

A friend of mine got married in San Antonio, TX a few years ago and her actual marriage license was gorgeous...it was on special colored paper with foil designs and stuff...

Does anyone know if there is a particular office that has a really nice looking license?? What about any in the city?? Kind of weird question, I know. hahahaha Thanks!!

Probably has to do with the state.

My license looks almost the same as my parents who have been married for 38 years...and we both were married in NY.

It's definitely a state thing, and they aren't anything pretty.
