For photography http://timelesseventphotography.com/They are probably in your price range.  I'd use a professional photographer no matter what.  This will be your documentation of your special day.  You want someone who is a full-time professional who will get to know you and who you can reach at any time.  You will have enough to worry about without adding the photographer to that list.
