Our wedding is going to be on LI so I am in the same area as you are. It may be hard to find a photographer for $1,000. This was the one area we didnt cut back on. It is costing us about $4,700. If you are dead set on your budget of a grand then your best bet may be to find a family friend that is dabbling in photography. or when you start interviewing vendors ask them if they have interns or amateur photographers on their staff that would reduce the price.

I'm sure photographers are expensive in NY.  You might be able to find a photography student trying to build their portfolio or maybe check craigslist.

Those were all manhattan based.  If you want a price break, you may want to try a Long Island or New Jersey photographer as they may be cheaper.

Broke my heart to not use the $7500 photographer with GORGEOUS photos.
We wound up with $3500, which was a discount because it was a referral.

I don't think you will be able to find a professional for that rate.  Your best bet is to look on Craig's list for a new photographer looking to build his portfolio.

When we were researching photographers, the cheapest we found was $4,000 (on Staten Island). I agree with PPs and would look on Craigslist to see if any up and coming photographers in the area were looking to build their portfolio.

Lamar wedding center in NJ has packages for like $800 bucks, but I dont know if they're any good. The pros also have cheap packages for that price range, but I havent heard alot of good things about them at all. We are getting ours for $1,600 at Pinilla Studio in Queens. Check the vendors section for more options.

For only 4hrs, try Natasha Montero - not sure what she charges for weddings, but may be worth a shot (she did our e-pics for so little and they were great).

Try out Astami. She's the photographer for my wedding that just past. $1K is a tad on the low side but seeing as it's only 4 hours, you guys might be able to work something out. I loved her and I think she's going to be huge by next year. I couldn't stop telling her how lucky I was to have her and said I should book my maternity shots and family portraits with her now before she blows up and I'm not even pregnant yet lol!!

the basic photo price is $1495,  this included 8 hours of coverage, unlimited digital shots, high resolution CD ROM, web hosting, 40 bonus photographs, and a matted album
The more services of theirs you use the bigger the discount.
The website has pics of the photogs to pic from and some of their wedding photos.  They also have a wine/cheese reception each month in nyc  where you can go meet them in person.
We were amazed at the quality!  loved them more than our other choice who was going to cost over twice as much!
