I would document every single time he/she calls, date, time, etc and I would also save or record the voicemails on a tape recorder (or whatever you can use)

I woudl also go down to the police station(not call) and press the matter in order to file a report.

My parents were being harassed by someone who would just call and hang up and the police dept. was able to trace the number through the phone company and they had the option of whether they wanted to press charges (they didn't).

I woudl definitely press the matter..especially because she's leaving voicemails and wasting your time.

Oh and I like the idea of using a whistle...except I think an air horn would be better!!!!
