Invite question!

We'll be sending out STD's in the next few months so we're in the process of gathering everyone's addresses.  We have a friend, Ned, who has a girlfriend, Sally.  We know both well (we're in various professional organizations together) but we're MUCH closer to Ned (he used to work for FI).  Neither of us really like Sally, but since we like Ned, we tolerate her.  Obviously they'll be invited together but here's where I need help - Ned & Sally don't live together (they both still live with their parents).  So, do we send the STD/invite to Ned (with Sally's name on it) or do we send one to both of them?

I think what i'm reading is that if Ned and Sally were to break up before the wedding you wouldn't invite Sally, correct? If so, send them one STD to Ned's address. Like this:

Ned Johnson
Sally Douchecanoe
123 Penny Lane

I agree with PPs. If they break up, then you can send the wedding invitation to just Ned or Ned and Guest.
