last minute RSVPs

We are down to under two weeks.  On Wednesday I need to let the caterer know our numbers.  We're at 154 attending.  We then have 7 people we're still waiting on.  If I don't know about those people by Wednesday do I count them or not?

Also, there is a older couple in FI's family who RSVPed maybe because one just had a hip replacement, but they want to come.  How do I deal with that?

I counted them as yes rsvps.  I figured more food was better than not enough.

Just for added fun:  2 of those people are the pastor and her husband.  They're not sure if they can come to dinner afterward 1.5 weeks out.

Two days before, I called/sent emails saying "If you haven't given us a definite yes by tomorrow, I will mark you as a no and there will not be a place for you."  (In a nice way.)  That was after the first two rounds of follow ups.  No one left on that list came anyway.

I would give one last call, and say "we need to give our final numbers by xxx, and unfortunately if we don't have you on the list, we won't have a spot for you. We don't want you to miss the meal, so let us know!"

I hate those people too. So rude.
