BTW, Texas' legislative structure is so screwed up that it takes a constitutional ammendment to do ANYTHING. I think TX has more constitutional ammendements than any other state. Craziness

I believe Alabama is seriously like that. They wrote a new constitution about 100 years ago, but the way it's worded, anytime ANY municipality wants to do anything, they have to amend the state constitution. So a county could want to limit loud music in residential areas. Constitutional amendment. They have thousands.
