Close to capacity, invite children?

I am stressing about getting too many RSVP's and not being able to fit our party into our reception hall. As far as adults go, if we got 100% RSVP's we'd have just enough room. Not so if they RSVP with children.
I'm wondering if we should invite our friends that have children to bring them upfront, and later let them know if we won't have room for them. (They may RSVP w/o the children anyway.) OR not invite their children upfront, and later, if we have room, contact then personally and ask them if they'd like to bring their children. It seems like an obvious answer to me, but I don't want to offend anyone or have my friends RSVP no just based on the fact that they can't bring their children. 
I feel like it's a gamble either way. I was thinking I could put a note in the invites where I'm not inviting the children letting them know that if there's room for more we'll let them know. Input? Thank you!
