Relatives Who Are Not Invited

My wedding is going to be small, just immediate family and close friends.  Our budget is super tight, and as much as I would love to, I can't invite my seemingly never-ending list of cousins!  The only ones invited are in the bridal party.  One cousin, who I never really got along with, posed a question to my dad along the lines of "I hear I am not invited to the wedding?"  She only wants to go to "party", and she always brings along drama.  We are not close, but I don't want to feel pressure from others to invite her.  I feel like being blunt, but don't want to come off as a bridezilla.  Any thoughts?
