When to assume its a no?

My RSVP reply date was a week ago, one of my Aunts & Uncle had not replied. They are very flaky people and they usually never show up for family events.
My mother called them the friday after the RSVP deadline and there was no answer.
They don't have a answering machine so she tried all weekend with no luck.
We don't have any other contact for them so I emailed my cousin (their son) to see if they have an email for them or a cell phone number. The cousin never emailed me back. I tried to send the son a message on facebook to get an email as well with no answer.

Now, two extra plates is not a huge deal for me, the reason I want to know is because if they are coming then I have to add an entire 10 person table and change all the other tables to 8 people. We are having a VERY small wedding with under 50 ppl and the venue is very small as well, having one less table would give us so much more room, and I would hate to have an extra table added if they don't show up.

Should I keep trying until a week before the wedding then assume its a no? Should I do the extra table just incase? If I could give them a date on VM or Email I wouldn't worry but they don't have either!

(My wedding is in 2.5 weeks and the caterer requires the numbers today BTW)
