How do I write 12:30 on my invitation?

Half past Noon?

Half past Twelve O'Clock in the Afternoon?

Yes, you're supposed to use after for weddings.  "in the afternoon" is optional since nobody is going to think your wedding is at midnight.

[QUOTE]Technically, "o'Clock" is only used to mean times on the hour (or a time wherein there are no additional minutes to add, hence on the hour) so if you're using "half-past or half-after twelve", you shouldn't be using "o'Clock" as well as they contradict eachother. HTH

The addition of 'in the afternoon' or 'in the evening' doesn't have to do with formality.  It has to do with having a wedding at a time that could be confused with day or evening.  In most cases, it's not necessary.  If you have a wedding at half after eight o'clock though, you'll want to add 'in the morning' or 'in the evening' as the ceremony could take place at either time and you need your guests to know when to be there.
