Pocket fold/Inner envelopes

I am ordering bi-fold pocket fold invitations which will be tucked into an outer envelope.  Is there a need for an inner envelope?  I think it will make the whole set very heavy and up the postage.

If I go without the inner envelope, do I write on the pocketfold the same way I would an inner envelope?  (i.e John Doe and Guest)

The pocket fold is basically an inner envelope, at least that's how I used it. I addressed them just like an inner envelope.
