Is it tacky if we have our guests RSVP using an email address or phone number?

Not at all. However as PP suggested, I would have a paper option available as well.  Some of the older generations aren't as computer savvy as the younger ones and may not be able to figure it out or may not be comfortable doing it that way.

I agree with PPs. 

Also, I'm the kind of person who would get annoyed by keeping track of emails, phone calls, facebook messages, texts, etc. and I would much rather just have everyone mail in an RSVP card. 

I would also assume that if I were RSVPing via email that this was a very casual wedding. Keep formality in mind when you make this decision.
