Cake Topper even though I am doing cupcakes?

At our wedding, we are planning on doing cupcakes but having small round cakes for the head table. Would you still have a cake topper? Since it's not a tiered cake, it seems kind of silly but it is still a cake...what would you do?

We just had our florist put two large succulents on the top "tier" of the cupcake tower. I didn't want to waste money on a topper that might not fit.

We also did a cupcake tower topped with a small cake.  We did not have a cake topper.

We did, but only because we found a super-cute topper on ETSY. We also are having cupcakes, but our cuttable cake is a giant cupcake, so our topper will sit alongside the giant one. As a side note, our topper is a pair of hedgehogs. :)

I would at least do some flowers or something. Our cake topper for our small cake was too big, and I forgot to have the florist do flowers for it as a replacement. It looked really plain to me, and I hated how it looked.
