Name Change - Misspelling on Marriage License

Hi Everyone,

I"m hoping someone can help me figure out what to do.  My fiance's last name is Muñoz and I'm taking his last name.  When we received the marriage license, it was spelled Munoz instead of Muñoz, which is a different pronunciation in Spanish.  When I called the Dept of Public Health, they said they could only put an apostrophe between the ñ and the o. 

Does anyone know how I get this fixed?  All of my identification after this will match my marriage certificate, and I don't want to have my name spelled wrong for the rest of my life. I'm not even sure where to start.
