"No" RSVP to Save the Date?

If some of your guests tell you they will not be able to attend your wedding based on the Save the Date they received, do you still have to send them a formal invitation? Any help would be appreciated. Thanks!

You should still send the invitation. Their plans may have changed.

Yes, you should still send them a formal invitation. Plans can change, and you never know if they may be able to make it after all.

Also, continue to count them for your space/budget limits. There have been brides posting here about being in a tight spot because they invited an extra person and both accepted.
