I think it's The Honorable Jane Smith and Mr. Joseph Smith.

What did you think would happen if you walked up to a group of internet strangers and told them to get shoehorned by their lady doc?~StageManager14

I believe most public offices should be The Honorable Mrs. Smith and Mr. Smith. Any salutation should be Dear Senator Smith.
