Invites for RSVP Regrets

What is the appropriate way to handle the following situation?

I have sent out our Save the Date cards and have had a few people say they are unable to attend the wedding.  Do I still send them an invitation knowing that they cannot attend? I don't want people to feel slighted if they said they can't come post Save the date card, but knowing that they can't come, I didn't want people to think well, I'm only sending them an invite because I expect a gift anyways. What's the rule?

    You still send them. STD=invitation no matter the circumstances. Plans can change in 6ish months, you know? I wouldn't think it was a gift grab, I would just think you were following proper etiquette. 

    If it makes you feel better, you could personally tell them (don't stick anything in the invite itself) something like, "Still sent you an invite just in case your plans changed!"
