Does step-mom get a parent gift?

FI and I are getting married in three weeks, and FI's brother is getting married in six. We're both trying to figure out our parent gifts, and we aren't sure what to do.

FI's step-mom has never really been involved in his or FBIL's lives. This is the way she wanted it, so they never pushed her for any type of relationship. Now that we're getting ready to purchase parent gifts, though, we are all unsure of whether or not proper etiquette states we have to get her a gift. We think any easy way to take care of this confusion is to just get gifts for "the couple" instead of separate gifts for individual parents.

What does proper etiquette state? Does step-mom get a gift, or is she included with FI's dad?
