  Okay, pardon the probably dumb question, but I don't get it?  Is there some special reason they need to be plastic bags, couldn't you do plastic water bottle refilled?  Obviously, I've never been on a cruise or tried to sneak alcohol in anywhere.

  Any 'allowed' beverages have to be carried on. So if you put it in your checked, they will check your bag. If your bottle is open, they will open it, smell it and confiscate it. Some people keep them in the containers, carefully open them and refill it with liquor. It works, but so do these. I think this is easier.
