Budget photog poll - helping SIL

Hi everyone!

My new SIL just got engaged and is planning a very budget wedding.  She is looking for a photog under $1k, but would like something close to full event coverage.  So for those of you who have found someone in that price range...

a) Who?  (Duh.  That'll help.  Fake bonus points for including their website.)
b) How much coverage do you get in that price range?  Meaning, are there limitations on hours and/or number of images?
c) Do they include the digital files afterwards, or is that extra?  If it is extra, any idea how much?

I'm already sending her links to Keith Kaplan and Bently & Wilson.  I know I heard of others back when I was planning, but I'm kinda blanking on them now.

    I just booked Keith today and he seems very nice!! He takes about 100 pictures per hour.  We only booked him for 3 hours and we get the rights to all the photos so we can print as many as we want when we get home.

    Tyler Freer is another one, he charges $200/ hr I think it includes everything

    also I've Heard Joe Allen is also good and pretty affordable
    http://www.joeyallenphoto.com/ I think his websites says he's about $900 for 8 hrs.
    He also responded pretty quickly when I asked about dates/quotes
