  I have no idea.  However, I think they sell kits at michaels.  I can only assume that they have directions.

  Literally all you have to do is print out whatever image you want on vellum, attach it to the candle with double stick tape or glue dots, and then attach ribbon where you want it with the same adhesive. PIB of the one I made under DIY
