  I got mine cheap from Oriental Trading. Check online for coupons codes too. I got heart shaped white and red ones.

  Did you try Michaels? They have bags of the floating candles for $4.99 (I think).

   I got mine at Michaels for around $5 for a pack of 9 small round ones. They had white and ivory. Oriental trading also has some. I believe they are heart shaped.
