Save your money...bet they won't be missed;) I went to a shower recently where they had pre-measured all the ingredients for chocolate chip/oatmeal cookies (minus the egg and vanilla of course) and put them in glass jars with heart measuring spoons and recipe attached. They were really cute and at least useful! I also think the candy buffet is a great idea if your sister isn't doing it at her wedding. Wine stoppers are always cute too. Good luck!
I helped throw a tropical theme party for a friend. Our favors were brightly colored cocktail-style plastic glasses filled with candy from Oriental Trading Company. They don't have to be fancy or expensive if they fit in the theme.

I just had my shower. My FMIL works part time at a gourmet chocolate shop. She got fancy carmel apples--they are all dipped in caramel and then rolled in cinnamon & sugar or heath bar crunch or chocolate--YUMMMY! You could even make them yourselves with the other bridesmaids ahead of time.
Yay! Finally able to update my signature

My MOH and mom both came up with the idea of filling these really cute black and white espresso cups with M&MS. The puchased sets of 6 that came with the matching saucers for each cup at Xmas Tree Shops. Everyone loved them!
I went to a shower a few weeks ago with the cutest favors for spring. A little metal flowerpot with some gardening gloves, seed, and chocolate Lindt carrots in them. SO cute and I bet they got all the stuff at the dollar store.

Loving life with our 2 boys Anthony (3.22.08) and Dominic (due 2.14.11)!!!
I think it really depends on your sisters theme and her tastes. For my cousins shower, we did little manicure sets-they were prepacked with 5 different nail tools. We got them at the Dollar Tree. Everyone loved them, and a few people, me included, broke out the files as soon as we got them to fix snags! Another cousin did chocolate covered espresso beans in little drawstring canvas bags. I have also seen little reed diffusers, they were like $1.50 a piece at Christmas Tree!
I agree with a PP, save your money. We have done them at a few baby/bridal showers and people always forget to take them! Then I feel silly having a bunch of leftover random items that we spent time assembling. But candy/food type favors are always my favorite.
You could probably look it up online; one of my BM had the idea for my shower to have a cute cookie recipe that's folded in half like a place setting, and in the front center is a heart cut-out that we put heart cookie cutters in and tied off with my wedding colors.
Here's a stock photo... mine were slightly different, but you get the idea
I've planned two showers and the food that I've made for favors always goes over great! 1) I made Oreo Truffles (google "oreo truffles" or "oreo balls") and put two in a box that I bought from Michaels. These were a huge hit and were gone before they left the shower. 2) I made chocolate chip cookies but baked them in a sheet pan, then used a heart shaped cookie cutter to cut the cookies. I packaged two in a favor bag and printed stickers on my home printer. Again, a huge hit.
You could also make chocolate lollipops at home. Or if you're not the baking type, put a few Lindt truffles in a bag and tie with pretty ribbon. People like food!
my daughter's shower was 2 weeks ago. as PP said, people like food! we purchased, on e-bay, small wire whisks and made chocolate chip cookies. We put 3 in cello bags and attached them to the whisks. People LOVED them. My niece also made chocolate covered pretzels. They were a big hit too!

At my second shower, the hosteses had peanut butter chiffons from a favorite local vendor. They were wrapped with a sticker from Snapfish of FI and I.
At my next shower, which is a tea party my FMIL got tea bags and herat shaped tea diffusers.
