Is it proper or necessary to send invitations to those in the wedding party or the clergyman?

Yes, if you want them to come, you should invite them.

Yep. Also, it will help you remember to include them in your reception seating plan. (this comes from experience, as I forgot to send an invite to our officiant, and thus forgot to assign her a seat. Oops.)
