  For half of our tables we used 3 different sized cylindar vases  with submerged flowers and floating candles.  I think our tallest vase was 18 inches.  Using smaller vases will allow your guests to see over them and to talk to one another easier, but if you want a more dramatic centerpiece you need to go with something much taller.

  I really like the 2nd picture with the orange flowers submerged...what sizes are those vases?

  Not sure but if I had to guess...12 inch, 18 inch, and 24 inch.
  
  I would say your best option would be to go to a local craft store and purchase a variety of vase heights and then arrange them on a table to see what you like the best.

  Ditto Maggie, you should just go to a craft store and play around with some of the heights in person.  That will give you the best reference for what sizes you like.
  
  We did the same type of centerpieces and I honestly dont know what size ours were because we used the venue's stock of glassware.
