I am definitely giving out coffee mug favors. The coffee mug is white and will have All You Need is Love written on it. I will be putting them in boxes and wrapping them. My question is do I give one to each guest? or one per couple? I am thinking one per couple as I wouldn't want two of the same mug in the house? Also, I want to fill it with something, any suggestions?

Since you're already dead set on doing this, I guess I can't talk you out of it.
One per person at each placesetting. You run the risk of looking "cheap" if you only have one mug per couple. I would not be thrilled if DH & I only got one...!
Could you do the individual packs of ground coffee and/or Starbucks VIA? A couple of chocolates would certainly go over quite well, too.
I am just not a fan of giving someone a random trinket that you have no idea if it will match their decor, kitchen, etc.
If you are dead set on doing this, I might have enough for maybe 2/3 of the guests. Put them on a table where people can see them. Not everyone will want them, so I see no reason to have one for every person attending.

If we go this route, we are doing on per guest and using them as escort cards. We will write their name and table number on a tag and tie it to the handle... And each would have a drink mix inside. Either coffee, tea, or coco, depending on the person's preference. (With 30-50 guests, you can swing the little personal stuff like this)
The main reason we are maybe not doing it is because it doesn't really make sense for the kids, as they clearly don't need a coffee mug.
We wil likely use favors one per family/couple so we can group the kiddos with their parents. And here, I don't think one mug really makes sense.
BTW, where did you find your mugs? We have a few options but are still browsing..

I actually plan to order them online-- the website is favorfavor.com. Pretty reasonable. I plan to order about 180 mugs, I might just decide to give a mug to every guest. Not sure yet, but I really am in love with this idea. Every person that we are inviting to the wedding I know would use it--they either drink coffee or tea. My fiances family are big coffee drinkers and my friends and family drink either one. Also, we are not having kids at the wedding, so we don't have to worry about favors for the kids. But for your situation-have you thought about getting some little favors for them? maybe make them something yourself like a candy goodie bag?

The reason for thinking about doing one per couple is not because i want to save money. Its actually not about the money-the favors are reasonably priced. I just thought it would look weird giving out a coffee mug to each guest and they go home and have the same mug. I also don't plan to have the favors on the table already, i plan to give them out at the end of the night as the guests leave. My sister in law did that. She had her last dance, and then saw that people were starting to leave so she went with her husband over to the table where the favors are and handed them out. I really like that idea becausae i get to say thank you to everyone. I don't care how long it takes, i am close with everyone that is coming to the wedding.

180 is the number of mugs i plan to order--not how many guests i am having. I need to order extra in case they break during the shippinh process. We have a guest list of about 140 give or take and yes i know what every single person drinks LoL. Half of those guests are my fiances family whom we go to big holiday parties every year and everyone either has coffee, tea or hot coco. On my side- coffee drinkers.

Just be aware that folks won't want to stand in line to receive a favor from you at the end of the night, and many guests who do not dance will have already left shortly after dessert.
I think you are honestly best using the mugs as your escort cards or having them as placecards at the tables.
I'll second putting coffee/tea/cocoa in them ... maybe some wrapped biscotti? Putting them on their own table near the door (so those who leave early can take one and you can hand them out if that works) settles the question of per couple or per person.
