My wedding is April 2013 and I would really love to use candles as my wedding favors, but I am having no luck on finding budget friendly candles. Does anyone have any ideas where I can find scented candles for wedding favors?
Choose something edible for a favor, if you insist on having them.
Candles are impractical for a lot of people, and scents are such a personal choice. Also, IMHO, nothing is worse than a "budget" candle, so you'd end up with a TON of leftovers.
PP is right. "Budget" candles usually don't smell all that great, or even if they do, they only smell nice when you stick your nose right to the candle unlit, not when they are lit and supposed to be giving off their scent. I get candles from Sneaky Santa gift exchanges at work every year, and I throw them all out.

I actually like the idea of candle favors, but everyone in my family burns a TON of candles. We have one on pretty much every flat surface. Lol.
There are lots of ideas on pinterest for homemade'/DIY candles that look easy. That way you can personalize too (a scent you guys love, personalize the container, etc.)
I love candles, so I woud enjoy this favor. It may not be edible, but it is consumable (vs. something that's going to sit around and collect dust). I echo PP's suggestion of looking online for a crafter; you may also want to keep an eye out for seasonal craft fairs (around here a lot of the schools host one each year, and several of the local communities have larger ones), visit them and see whether you can find a local artisan/crafter to work with.

Maybe you could go to a dollar tree if you have one in your area or even go online and see what they have. I'm planning a 2014 wedding for my fiancé and I. We are going to be giving candles in a heart shaped candle holder and wrapped in tulle. I know that dollar tree has both scented candles and unscented candles and LED candles. Hopes this helps

Sorry. I'm feeling judgity this morning. But since favors are not required, I will never understand why brides feel obligated to get the most inexpensive favors possible to save money.
I mean, I don't like candles. But, for the candle obsessed, Yankee Candle votives are $2 (or less if you buy in bulk or have a coupon). Why not just get these? Why opt for the cheapest possible candle?</div>
We did cute heart shaped candles in a tin along with matches. try www.littlethingsfavors.com. Have all kinds of cheap, cute candles. They have a light vanilla scent so they didn't stink. You can also add personalized labels
