Guest not attending

I sent my save the dates las weekend and someone already told me she's not attending to the wedding because she will be out of town. Do I still send her a wedding invitation ?

Yes, everyone that gets a STD also receives a wedding invitation. Plans can change. Let them send back the RSVP.
