As far as I know, the RD is a chance for the WP and immediate family involved with wedding to get to know one another, without the stress of rehearsing for the wedding, and a chance to get to know each other BEFORE the wedding reception.  It makes the WP a bit more relaxed on the day-of.  Also, the bride and groom can use it to thank their WP for being part of the celebration, and there are usually some toasts- the ones that are more private than the ones for the whole wedding reception.  It's also the last time that the bride and groom see each other before the walk up the aisle (if you stick with tradition), so it's like the final farewell as single people.  :-)

I'm also giving our WP and parents their gifts at the RD.
July 16, Our Wedding Day, is also International Juggling Day!

I've been in a lot of weddings and the RD has always been just a dinner where the WP, B&G family and sometimes OOT guests gather to have dinner together after the rehearsal is over.  It does give everyone the chance to get to know each other in a smaller and more intimate setting.  It also gives an opportunity for the B&G (or traditionally, the groom's family) to host everyone for a nice dinner.  If there have been gifts for the WP, they have been given during dinner.

For our RD, DH's parents hosted the dinner right after the rehearsal and we took the opportunity to thank everyone for being a part of our special day.  We gave gifts to members of the WP, each set of parents and my aunt who helped us a lot with pre-wedding preparation.I think that DH might have given the honorariums to our pianist and officiant at the RD.

I don't think there are any expectations other than having dinner for your guests and I would include the members of your WP, family members who attend the rehearsal and the others who participate in the rehearsal.  It is also nice to include OOT guests if you have anybody who will be traveling to stay over the night before your wedding.
