  Have you tried a Unitarian Universalist church?  From what I understand they usually allow weddings of non-members.

  
  

  Why not just have your ceremony at the reception site?

  I have not tried there, but I will. Thanks! The reception site does not have enough room to have it there as well. =/

  Have you thought about having it at the beach? Also, the parks is a good idea, it's not very expensive to have a wedding there. 

  
  

  The Chrysler Museum in Norfolk is beautiful, from my understanding they have weddings there all the time.
