  Try Kio Kreations for flowers--she's good with budgets
  Not sure about DJs or Photographers for that little who will give you all of that, but you can try craigslist for photography students or people just starting out in the business who are willing to work for cheap to build their portfolio

  We are using Zuzu's petals.  We are getting a lot for our $850 flower budget.  Plus, they are wonderful to work with!

  
  

  What day of the week is your wedding?  I have found that vendors are more willing to work within budgets if it isn't a Saturday.  

  
  

  We got our DJ for $795, but that is for a Sunday.  Our photographer owns our venue, so that is the only reason we got that deal.

  depending on how many hours you need for DJ i'm willing to give you mine.  i'm paying $900 for 6 hours so maybe if you don't need that many he can knock down the price.

  my florist is also fantastic but they are on the southside of the city - i'm not sure how convenient that would be for you, but their name is the Blossom Boys.  GREAT to work with and very creative which i'm thinking may help you out. they have a FB page too if you want to check out pictures

  You can try dorisphoto.com - they gave us a great price for photos in your budget and for dj entertainment, we got them for about what  your looking for but i think that was a sale they had....but you can check them out at windycitymix.

  We used One Stop DJs - I think they were $600 or so? Maybe less.  Full review (and link) in vendor reviews.
  Our florist was MilleFiori! in Evanston - also very reasonable, helpful, and creative (our flowers were spectacular!).  Again, full review (and link) in vendor reviews.

  I'd check into Costco in Lincoln Park.  They have spectacular bouquets for $14.99 each.  They are so large that we're separating them to make 2 centerpieces.  Patrick is the owner of the flower stand and told us he can special order specific colors for your special day.
  
  We bought the vases at CB2 for $3.99 each (they have less expensive ones).  Luckily, I had a $50 gift certificate, so I paid $30 for 20.

  I'm not sure where you're at, but Westgate Flower Shop in Oak Park did our flowers for not that expensive and they were beautiful.
