  I don't know the dress (but it is really pretty!).  HAve you tried looking under short dresses in the Knot galleries of wedding dresses?  They have about 6 pages of dresses.

  I know that a friend of mine who wore a short dress actually found hers at Le Chateau, she said when you're going for the shorter dresses its not hard to find a nice white dress at the stores that's not apparently a 'wedding dress' but works perfectly... and not having the title of 'wedding dress' usually makes it cheaper too

  I tried on a good number of short dresses at David's Bridal last week. They're also quite budget-friendly.

  If you're in downtown Toronto, check out Fashion Crimes on Queen Street, they have quite a few cocktail, knee, and tea length dresses. Their price points are similar to David's Brida.

  You could check out Want Boutique. They have a few different locations, but the one I go to is at Avenue Rd and Lawrence.

  
  

  Also, I have found that the best way to identify dresses is by the background. I search for dresses (e.g. "short wedding dress") using Google image search, and then find ones with the same background. This usually leads me to the right designer.

  David's Bridal has a lot.
  
  There used to be a store in Toronto called Kitsch Boutique - they had a bunch, and lots of one-of-a-kind, unique, really gorgeous dresses.  Not sure if they are still in business though.

  Becker's had a few short dresses on their sample rack. They will likely knock down the price further to get rid of them. I think one was a Justin Alexander.
